When To Apply For Bsc Nursing In Ignou?

I passed my diploma in nsg 2004 and working in govt hosp and want to apply for bsc nsg. I got 74% in diploma in nsg. Ihave been applying for it for last 3 years in general category but not suceed
can you please suggest from which state to apply? So that I can get admission at the earliest .

My daughter would like to apply for post BSc nursing through distant education. She passed GNM four years back and since then working. Can you please help me get details on admission?
