What is the most easiest way to learn Boolean algebra laws?

Work through the truth tables a few times until they (the laws) become obvious to you. I find the Karnaugh Map to be a valuable tool. (Many people have no idea how to use one. The funny ordering of the numbers of the rows or columns is what makes it work.)

Learn the meaning in English of AND, OR, NOT. The meaning is virtually the same in Boolean algebra. (Be careful with OR, here. Understand the difference between a Boolean OR and an English OR.)

In that case, the answer is, "use them regularly." We forget what we don't use.
