FIPS stands for the Federal Information Processing Standard and the full title it is known by is FIPS PUB 140-2.

Why must DOD devices adhere to FIPS requirements?

Well, for starters FIPS PUB 140-2 is a security standard set for digital devices and computers by the US government itself!
