Whom would you name as a "great" or "near great" president? Whom would you label "below average" or a "failure"? What criteria did you use to make your determination?

Jimmy Carter = great, 10.5 million jobs created, lowest national debt since ww2, no war at all. Lowered taxes for middle class, saltII, Camp David accords.

Below average = they are all great, but i would have to say Bush just because the torture report said 20% of the people they tortured to death were innocent.
