I would imagine it would be the same process as anyone else. They need to take a written and an actual driver test. Their parent should weigh in on if this is a good idea or not, as they would have some idea on their limititations.

Typically no, but it depends on the disability. But then again there's a bunch of people who drive crazy on the road because they're texting so... I don't really know...

Absolutely and a large number have legal permits to openly carry guns. Just like the rest of our disfunctional society.
