You can do following things to promote your fashion designs.

Create your own website and post all your desgins on it.

There's an annual reference guide called "An Illustrator's Guide to Getting Published"
They have things there for different Categories, and I use the one for graphics novels and illustrations, but they have a section for magazines and design. You can probably find a recent one at the library reference section.

You can submit to Designer Nexus at www.designersnexus.com They just redesigned their site and are accepting user sketches that are made with their croquis. If not, you can just put one of their backgrounds behind your sketch and that will cover it, too.

send them to a fashion magazine such as allure, teen vogue, etc. (even vogue if your brave.) it will help if you live in the new york/l.a area since that's the main spots for fashion in the US.if they are good they will call you, email you or ask you to come to the office. If they aren't so fond of them, they probably won't respond. Good luck!
