It the applicant a university graduate then recruit other wise not.if the person is from IT put him or her in software developmennt department . If he is from  non-IT put him/her in HR department. If the person is from IT having experience equal or greater than three years take him as team leader if the experience is less than that take the person as team member. If the person is from non IT having experience less than three years make him management trainee otherwise manager. Construct both a decision table and a decision tree diagram to adress this policy
