Yes it was a main reason but the enabling law and the Reichstag fire also strengthened Hitlers power over Germany in 1933 and 1934

It certainly didn't hurt his overall goal. I think the false flag operation of burning the reichstag was valuable in another way also. Then there was the overall depression in the German people at the time he came to power. After world war one they were completely demoralized and ripe to accept anyone who promised the things Hitler promised.
I suppose in short no I wouldn't agree with that statement. Because it was much more than that one event that helped him gain control, it was just a drop in the bucket.
