Digits have "place value" to the right of the decimal point as well as to the left of it. .1 is 1/10, .01 is 1/100, .001 is 1/1000 and so on. In scientific notation, these are 10^-1, 10^-2, and 10^-3 respectively, the exponent getting more negative the further you go to the right of the decimal point.

You don't count the ones place... Five hundredths is .05 when you say three tenths then that's .3 haha and your getting this out from a 7th grader :]
