The volume is given by
  v = (π/4)d^2*h
where d is the diameter and h is the height.
For d=63" and h=9", the volume is (35721π)/4 in^3 ≈ 28055.2 in^3.
For d=9" and h=63", the volume is (5103π)/4 in^3 ≈ 4007.89 in^3.

That's about 121.45 gallons and 17.35 gallons, respectively.

For some reason, I read the question as requesting volume in cubic inches. There are 231 in^3 per gallon, so the cubic inch numbers can be divided by 231 to get gallons.
