Since this looks like a homework question I will not just give the answer, but I will help you solve it. Divide the smaller number by the larger number. Move the decimal over two places to the right and that will tell you the percentage of the population that stayed. Subtract that number from 100% and you will have your answer.
Between July 1, 2000, and July 1, 2007, the estimated population of a city declined from 5901 to 5169. What was the percent decrease to the nearest tenth?
:v <------ It's a bird! Let's call him, Birb. :3
I'm not doing your homework, but I will make you smile. That or you'll get frustrated.
