I'm a straight A student who can't do well on tests, why?

A lot of people get freaked out over tests. You have to train yourself not to put so much pressure on yourself. If you make A's on your other work, you obviously know the work. So just learn to treat a test like any other assignment. If you get stuck on a question, just move on to the next one and go back after you finish the other questions. Don't waste the time fretting over one question when you can answer others.

Tests aren't there to test your intelligence in my opinion. They are there to test your ability to take tests. I got far more knowledge out of my hands on work at university than I ever did with tests. Don't worry about it.

School often measures how responsible you are rather than how smart. On the other hand there are people who just don't have the capacity to perform well. I've met both - lowly intelligent A students, and smart but lazy almost-drop-outs.

That makes no sense .. I thought a large part of your grade was influenced by tests.

You most likely need to develop better studying techniques. Study for at least a couple of hours before exams. If that doesn't work, talk to your teacher/professor about any tutoring services available near your school or in your school.
