Couldn't find much about it's origin but this post from Quora seems to be the only one with any kind of date.
It started up around 2007 or so. A few of children's books came out under that title shortly after and the phrase has been run into the ground since then with all kinds of jewelry, posters, t-shirts, coffee mugs and the like.
