In any fraction, the slash means divided by, so to get a decimal for this fraction we have 8 divided by 11:

8/11 = .727

It is actually the infinitely repeating decimal fraction 0.72727272727272....

Any fraction with 11 as the denominator can be found by multiplying the numerator by .09090909.... (repeating infinitely)

8*.09 = .72; repeating that, we get .727272... (as above)

The question is how you convert, not whether or not there is an infinitely repeating decimal answer. I think your comment is rather superfluous and focused on the result rather than process.
