An oligarchy is basically the form of government in which the political power is practiced and possessed by the elite segment of the society which is usually rather small. The segment is distinguished due to the unique characteristics that they have. These may include wealth, royalty, military powers, spiritual powers or an influential family background. Rome which was considered the capital of the world in the first century was governed using oligarchy and the state was governed by patricians.
