Yes you can you can take it as many times as you want but honestly the recruiters don't play if you fail they streight out tell you to study before you come back.

If I fail the Asvab and have to wait a year before I retake it can I go take it in another state

The first time you take it and failed its 30 days then if you failed it again it another 30 if you failed the third time its 6 months

I've never seen a score low enough to fail the ASVAB.  I will say that my first score was a 95. They lost that score somehow and I had to take it again.  My best bet would be to talk to someone in the recruiter's office or the person who administered the tests.
