We can lve this problem using basic algebra:

15 = 36,000
85  (remaining 100 - 15) = x

We now cross multiply: 15 * x and 36,000 and 85

15x = 3,060,000

15x/15 =3,060,000/15

x = 204,000

So, the full population would be 36,000 (15%) + 204,000 (85%) = 240,000 (100%)

To conclude, the total population would be 240,000 people.
