The circumference of a circle is 2 * Pi * radius - In this case

2 * 3.142 * 23

= 144.53

The length of the arc is 120/360 of the circumference (360 degrees in a circle).

120/360 = 1/3

1/3 * 144.53 = 48.177

(or 48, rounded to nearest whole number).
