I will just solidify what the above ones said - start building a portfolio, start blogging, be active etc. When you have gathered some nice material on your blog, you can start being active in the social networks, too. Make sure your blog is visible on your profile and comment on some of the big literary groups/publishers. Little by little people will start visiting, maybe follow you etc. If your writings are worth, you will know it from the feedback.
