What is the basic difference between Consumer Panels and Market Research Panels?

I think ... A "Consumer Panel" is after a product has gone to market, and a "Market Research Panel" is before.

For example: An automaker might use a "Consumer Panel" to suggest changes to one of their autos, for next year's production.  While they might use a "Market Research Panel" before deciding whether or not to come out with a specific, brand new, model.
