Of course they should have.

It was a journey into foolishness and bigotry equalled only by the McCarthy period. Of course Prohibition had to be repealed. The wonder is that it lasted so long.

Your next question will probably be, "Then why should drugs be prohibited?" and that's open to much discussion. There are arguments for both sides but public health and lawlessness have to be the major considerations.
