There are differences between an oral presentation and a written essay. However, the basics of essay writing apply. Your instructor may additionally want a written project. I just answered a question that you may find helpful.
The first difference is writing style. You must write as you would speak. Less formal structuring of sentences is needed. Many find it helpful to speak aloud as they write. You have a huge topic to cover in a short time, so eliminate superfluous words and phrases.
To keep the audience engaged, engage their emotions. The pregnant woman who died while shoveling is heartbreaking, and difficult to forget. Be careful not to selfishly sensationalize, but rather to move the audience to your position.
The other main difference is that oral presentations have a visual component. The first thing they see is you. Be clean, smile, dress comfortably and relax. Charts of snowfall totals, records broken, etc. Can be combined with photos posted on social media. If you can use PowerPoint or a similar projector, it's easy to get large enough images. If not, take the time to make large posters, or use a large tablet and turn pages. For a 3-5 minute presentation, you only need a few. Let the most important points in the body of your speech determine what to illustrate.
