Can you speak a foreign language?

I grew up my first 5 years in French Canada (New Brunswick) , my mother was French Canadian,  and spoke French as a child and adult , but I am slowly losing the ability.

I still dream in French sometimes.

But when I was in Paris last, being immersed in it brought a lot of it back.

So I am going to say "no" because I am not fluent by any means.
