If you're referring to paper bubble letters for cards, banners or invitations then it is quite simple and anyone can do it with a bit of practice. Firstly you need to get a piece of paper and get ready to write your first word. Draw a narrow pencil line of your first letter followed by the remaining letters with roughly about half an inch in between each letter. After that you should trace an outline around the letters about a quarter of an inch away from the pencil letter, but make sure you don't allow the pen to overlap the letters.
Once you have done that you should erase the pencil letters that you originally wrote. You can add some style to the letters by shading the bottom of the curved lines of the letter, but make sure you only do it on one edge. In addition, you should practice this process with initial pencil letters until you don't need them for guidance.
If you want to create bubble letters on the computer then you firstly need to make sure that you have the right software. The most popular software is PhotoSsop, however, you can use other graphics computer programs to design your own bubble letters. You can use various photo imaging software to minimize or enlarge the letters.
Once you've printed them out you should use acetate paper to trace the letters while leaving a three inch border around the pattern. Then you should tape your pattern to whatever you are creating your bubble letters on and place small amounts of paint to the open areas of the stencil. Once dry, remove the patterns from the surface and you will have your own personal bubble letter design.
Once you get acquainted with how to do bubble writing, it becomes very easy to make bubble letters. First, think about how big you want your bubble letters to be. Suppose you want them a foot long. Take a large piece of paper (like cardboard paper may be). Now draw a straight line near its edge. From this line measure a foot and place a small mark there. Repeat at regular intervals along the sheet. Now, if you join the marks you have made, you will get a straight line. The distance between this line and the one you drew below would be one foot. Now, write your letter in the space, leaving quite some space around it. Now that you have a letter, you need to go around it with your pencil. Just round off the edges. The distance of the 'covering' should be equal from the original letter at all points. Now draw another covering around it. Keep on going until you have obtained the desired thickness of the letter (or until you reach the one foot line). Now cut out the edges and erase the lines you have drawn in. You can either use it as it is or decorate the letter further with colors, glitter and other accessories as you like. :)
You can make bubble letters by using the following method and later you can develop your own method.
Choose any letter to draw bubble letters. E.g. you can select the letter capital 'L'. Use a light pencil and draw the letter about 2 inches long. Now draw an outline around the letter without sharp corners or angles. The outline should be of same distance all along the letter. Keep drawing outlines around the letter until you get the size you want. Remember there should not be any overlapping. Try to keep distance outlines at about � of an inch. Now, erase all the interior inner outlines, including the initial letter. Color the letter now. Trace the remaining outline with a marker. Practice and experiment with colors, patterns and roundness of your outlines.
Note: As you improve, you will be able to make bubble letters without the outlines.

This is just an easy way to get you started. You can start by writing the alphabet and kind of practicing, but it's really easy to get the hang of.
Just rite down a letter that you want and just make a bubble 'round it. If your making a letter that has a hole in it just make another circle in the hole. Just remember there r NO I mean NO pointy corners just rounded corners. = P have fun
