When you have a general idea of what your going to write, your best to just start writing.
Ideas flow, not always in the correct order.
Ideas bring other ideas, or items to write about.
Once written, its easy to go back and put thoughts written, into a more correct order or grammar. You also get a chance to answer questions your paper posed.
When you try the other way, you get stuck worrying about details and loose the ability to move on.
My old boss taught me, "Draw a line on the page and start listing thoughts" because he knew, once the writing started, the rest was easy !
