Can You Define A Research Problem And Explain The Main Issues Which Draw The Attention Of The Researcher While Formulating The Research Problem?

The main problems associated with my research is the collection of data. I do feel that organisation and individuals may not want to part with some of the information required to make the research successes. Since some of the questions are related to pollution,environmental impact and social benefits. How do I get over this problems
