General formula is y=mx + b (where m is the slope and b is the y-intercept)

Given 3x - 4y = 1

Convert the given such that it fits the general formula

move +3x to the other side of = sign

-4y = 1 -3x
OR
-4y = -3x + 1

Isolate y and move -4 to the other side

y = (-3/-4)x + (1/-4)

y= 3/4 x - 1/4

Moving +3x to the other side means "subtract 3x from both sides of the equation." Moving -4 to the other side means "divide both sides of the equation by -4."

It appears as though these things are "moved." What we really do is perform the inverse operation. This causes the thing to disappear from one side of the equation and appear on the other side of the equation--usually in a slightly different form. The inverse of addition is subtraction, for example.
