For most colleges, they expect the students to figure out things for themselves as its not High School anymore so thge special treatment one usually got in HS ended with HS so now the Professors are trying to give students what they pay for. Remember College is faster pace and most are adults now and don't want to be treated as kids anymore so most figure youre on your own to find a way to keep up

How can they keep up though when they have to work as well?

Nobody ever said College was ever going to be easy and for over 100 of years colleges have seen non working students party their time away and get into academic trouble so many times the students have ruined it for themselves but many Professors will cut some slack for those who work and older age students who have forgotten how to study like those over 40

It has to be a financial or timing thing as nobody is ever going to achieve anything worthwhile or productive in such a short timeframe.A proper timetable needs to be spread out for those who need it,as here in the UK. Remedial classes last for 45 mins and every care is taken to ensure the students are catered for properly. Those that need help the most are the ones who should be taken care of the most.Education is an entitlement, not a privilege.

Too many students to tutor. An effective upper limit to tutoring. If people want more time then they must pay for it.

Ok but what if they do not have any money and they only get aid?

Then that tutoring is free and the first two reasons probably apply.
