I find it easiest to start by thinking of what you would argue if you were on the other side of the issue and then find ways to shoot down those counter ideas. Start with a simple three of four paragraph outline. Have a good introductory sentence which clearly states your position in your first paragraph and then go on to briefly explain what your arguments are going to be. In the next two or three paragraphs state your arguments and back them up with sources etc.. Then in your last paragraph make sure to restate your position and a summary of your arguments.
