I will try to solve the problem in 2 ways.  I'm not sure how the problem is supposed to read

8/(b+10) = 4/(2b-7) or (8/b) +10 = (4/2b) -7

whichever way is correct you need to get your b on one side of the equation

8   4
--- + 10 = ---- - 7
b   2b

8   2
--- +10 +7 = ---
b   b

     8   2
b(---- + 17) = b(-----)
     b   b

8 + 17b = 2
17b = 2 -8
17b = -6
b = -6/17
Don't forget to check your answer.

    8   4
------ + 10 = ------ - 7
(-6/17)   2(-6/17)

     8   2
------ + 17 = ------
(-6/17)   (-6/17)

  8   2
(-6/17)(------ + 17) = (-6/17)(------)
  (-6/17)   (-6/17)

8 + (-6/17)(17) = 2
8 - 6 = 2
2 = 2  Yep, this works.
