If the weight is specified in "oz/(lineal yard)", then the cost per lineal yard is
cost/(lineal yard) = (cost/pound)(pound/16 ounces)(ounces/(lineal yard))
 = ($2.09/16)3 = $0.392 per lineal yard

If the weight is specified in "oz/(square yard)", then the above formula has an extra conversion factor included.
cost/(lineal yard) = (cost/pound)(pound/16 ounces)(ounces/(square yard))((square yard)/(lineal yard))
 = ($2.09/16)(3)(60/36) = $0.653 per lineal yard

(60 inches is (60 in)/(36 in/yd) = 1.667 yards, so 1 lineal yard of 60" fabric is 1.667 square yards of that fabric.)
