If length and width are whole numbers of feet, the maximum perimeter is
  34 ft (rectangle is 1' x 16')
If the length and width are whole numbers of inches, the maximum perimeter is
  4610 inches, or 384 ft 2 in (rectangle is 1" x 2304")
If the length and width are whole numbers of mils, the maximum perimeter is
  4,608,000,002 mils, or 384,000 ft + 2 mils (rectangle is 1 mil x 2,304,000,000 mils)

There are other smaller units of length that can be used in integral numbers to measure your rectangle. Microns and angstroms are a couple of them. The smaller the unit, the longer the perimeter.
