Y +13 = 5Y -14, so y= 27/4, or y+13 = 14-5y, y = 1/6.

Nope.
After you square both sides, whether the root was positive or negative, the square is 5y-14.
For y=1/6, you get
√(13 1/6) = √(-13 1/6), which is definitely false.

√(y+13) = √(5y-14)   (y+13) = (5y-14)    (square both sides)   27 = 4y    (add 14-y to both sides)   27/4 = y    (divide both sides by 4)  Check   √((27/4) + 13) = √(5(27/4) - 14)   √(19 3/4) = √(19 3/4)    (yes)
