Yes.. You absolutely have to take a test to get your driving permit. You will have to take both a road test and a written test. Contact your local licensing agency for the requirements. If you think about it... Would you want other people driving that did NOT take some sort of test to prove they are a safe able driver? I know I wouldn't want that.

You do have to take a test, but I waited and just got my license instead of bothering with a permit.
