The answer to this question is that generally no, you can't, but you could always talk to someone from the university (not just somebody on the front desk, but someone who is a position to make a decision on your behalf) to see if there is any way that an exception can be made.

If you manage to speak to someone, make sure that you have a good point to make and that you explain yourself properly so that they are more likely to give you a sympathetic hearing.

WAEC is the West African Examinations Council, and its purpose is to make sure that examinations are carried out that are in the public interest, and to award certificates to candidates who have proven themselves worthy of them. They also ensure that the qualifications that candidates achieve are equivalent to qualifications in the United Kingdom.

WAEC came into existence in 1952 with four member nations, Ghana (which was then known as the Gold Coast); Sierra Leone; Nigeria; and The Gambia. In 1974, Liberia became the fifth member to join the Council.

It was a direct result of the enactment of Ordinances made by the West African Examinations Council, which took its initiative from the Jeffrey Report. This was in firm favor of the instigating of an examining board that was regional so that pre-university assessments could be standardized, in what was then, British West Africa.

NECO is an acronym for the National Examination Council, and it deals with and organizes the SSCE (Senior School Certificate Examination) in Nigeria.

This qualification is necessary if people wish to continue into tertiary education, though it is only one credential; or as a minimum requirement for some employment.
