where (h, k) is the vertex.

We can rewrite your equation as
F(x) = 2(x^2 - 6x) + 17
We can add and subtract 18 to get this into vertex form
F(x) = 2(x^2 - 6x + 9) + 17 - 18 F(x) = 2(x-3)^2 - 1 for vertex = (3, -1)
