A percent basically represents a decimal.  A percent is how many hundredths something is.  So just divide the percent by 100 (or move the decimal point 2 places to the left).
Example:  64% = 64/100, or 0.64

You must divide the number you are given by 100, because the percentage is always out of 100, for instance, express 50% in decimal, you take 50 divide (/) by 100, it will give you 0.5.

Write the percent as is and just add a decimal in front of it. Example:
45% = .45 This is because:
45% means 45/100 so if you want just divide it by a calculator to check the answer and it will be .45

To turn a percentage to a decimal it is very complicated.
First step:  Times the percent to 1oo
second step:  Divide that number by 50
third step: Then add 100 and  divide it by 20
finally, add the zero at the end of the percent and put the decimal point in the middle of the zero and the number. Now you have turned the percent to a decimal

Percentage is defined as over 100 thus 15% is 15/100 = 0.15. However if you are asked to find for example 25% of 53, you use 25x53/100 = 13.25

Easy! This can be a hard skill to wrap your head around but just remember this: Multiply by 100. Lets say I have 7% and I want to turn it into a decimal. I multiply by 100, turning it into 0.07. Thats it! Its quite simple, really. Good luck!
